A Study on Inter-Provincial Environmental Pollution Movement in China Based on the Input–Output Method

In China, environmental pollution responsibilities are divided according to administrative regions. However, because of the strong externality pollution, movement undoubtedly increases complexity governance. To divide responsibility governance in each province, we effectively quantify unequal relationship between costs and economic benefits province understand mechanism characteristics inter-provincial movement. Based on regional input–output model an inventory compiled sulfur dioxide(SO2) emissions air pollutants 2012, calculate implied from trade, based production consumption (supply-side demand-side). addition, is explored, cost value-added indexes control further constructed provide effective evidence for a reasonable division control. Developed provinces have more but pay less trading goods with less-developed due advantages their industrial structure, while opposite true provinces.
